To speak, to show public urinals is not a very 'sexy' subject, according to the time-honored expression.
And to make the link between public urinals and racism does not seem obvious.
If we consider the photo below, most of us will have a look between the pity and the contempt: a homeless person has only the street to piss and it is a little dripping.
If it had been a person well-dressed we would have a little frowned or a little smiled...
But to be badly dressed and to relieve oneself openly and publicly causes a rejection or of the contempt with the one who so acts, feeling rather close to the racism : as said it nicely an author, the other one is what we are not.
And nevertheless a homeless person will find will doubtless think of this scene is 'normal' (even if he disapproves of it because this normality is due only to its condition of anybody without roof).
However if we consider the photo at the foot of this page, taken in 1977 during the celebration of Kattenstoet (party of cats), we notice that the people had their pissotière opened with regard to the public, in full center of a prosperous city (Ypres in Belgium).
The habits change, the normality with, and our subjects of disallowances also...
